Kissing this character: I mean, you can try but she's not going to take off that gasmask, so you're not going to have much luck trying to lock lips with her unless she's also interested.
Flirting with this character: Sure, she'll probably find it funny. Note, however, that she's not going to reciprocate at all unless your character is a woman and at least twenty years old. If they are both of those things, she may very well flirt with them first, blatantly and obnoxiously, although she won't pressure anyone who seems uninterested or uncomfortable. Please let me know if you'd prefer I not have her do that with your character.
Romancing this character: Again, you can try, although you may not succeed- and as mentioned above, unless the character in question is female and twenty or older, you definitely won't. Please be aware that I am not willing to write smut, although I may do 'flirting and then fade to black' if it develops that way naturally.

Exactly what she sees if she scans your character is of course up to you, and I invite you to comment below to let me know if it's okay for her to try and what you'd like her to find if she does.

SO ZUZY IS A MESS, OBVIOUSLY. Local man actually highly magical king whose soul is a weird suit of armor construct, 2000+ years old, spent most of it as a spooky ghost bound to an artifact (which is in fact kicking around the setting, she'd probably be able to tell that).

Elsewise, he's got a decent swath of elemental magic and super intense light magic, which allows the conversion of matter into light, basically. That's how the Armiger works (objects into light for storage) and how warping/phasing works (self into light temporarily to dodge/teleport), AT LEAST AS FAR AS I CAN MAKE IT MAKE SENSE.

Oh and she can probably tell that the latter is a bloodline-related power, and maybe the number of Royal Arms he's packing if she looks close? Not regular items, but Royal Arms are, yknow, special because they're made of that same family magic.

POST-ASTOLFO EDIT: He also has a magical contract to that tiny pink guy with all the energy. The manifestation of it is centered in the marks on his left hand, and it draws off some of his magical energy (basically, as long as the contract is active he's never at quite hius full capacity).

5. Her systems include a LOT of human mimicry, from appearance to sleeping to heartbeats

What Jailbreak can tell from Elize herself is that she's surprisingly powerful for someone her age, with a loooot of mana. Mainly a focus on healing and shadow artes!

Now, Teepo, though. First of all, a scan should immediately reveal Teepo as not a creature but an object, with a strange link to Elize's mana. Teepo is basically boosting Elize's mana output to a much higher level than should be possible. But yeah he is for sure not actually alive, everything he says is actually just coming from that link to Elize.

(Also if you feel like it's a thing Jail might be able to tell too, she could also see that there's a sliiiiiight life draining effect when using Teepo. It's minimal tho, so that's probably fine.)

I am okay with Sync getting scanned, and should he be, Jail will find out that while he looks and his body acts entirely like a human one would, he's actually made up entirely of sound fonons, aka energy particles that are sound element and also memory because the Seventh fonon is weird. His body is entirely stable, but if she scans him while he's injured, she might find out that the stability gets weakened, with any part of him that is no longer part of him (blood from a wound dripping onto a floor for example) breaking up into fonons and disappearing. His whole body will destabilise on death and disappear.

Oh... boy. Someday, I'll play a character this is simple for.

TLDR: Asch is basically a lesser human incarnation/fragment of an energy being called Lorelei, which is composed entirely of the Seventh Fonon (magic particles associated with memory and sound). On a day-to-day level, he's Just a Guy. But there's also the fact that he can activate his control over the Seventh Fonon by resonating it with his own body, in order to break shit down to an atomic level and pretty much wholly vaporize it.

Outside of that, he's passively stronger and hardier than a kid his age should be, in a way that's honestly pretty similar to transformed InHand mages (except it's on all the time).

Alex is a magic user, with a strong affinity for fire, light and earth magic - and has been undergoing an alchemical regimen. In addition to this expanding his STR, MND and GTS scores (along with proper exercises and training), he's been on the magical equivalent of HRT to transition from female to male.

Which is not something he wants spread around, but if Jail wants to take him aside and ask, go for it.

Further, she's been changed by something that scans like dream-magic, and parts of her psyche are more battlescarred or frayed then her (admittedly traumatized) baseline would seem to indicate.

From what I've seen, Jailbreak's magical scanning would probably be treated as a variation of the Echo in Ruto's home universe, so I am perfectly willing to let her magically scan Ruto! What she finds out about her will probably depend on the context. (Also, it would be hilarious if it triggered Ruto's Echo right back and got the two of them caught in some sort of stupid magical loop.)

Church's bod is just a normal human body. That's only like a year and a half old (as of this comment). So, that's weird. And he's got a robot in his brain! And by that I mean he's an AI piloting a fleshy meatsack. He's also got magic that's gonna look more or less identical to Ardyn's, just like a slight variant.

Minako, on her own, is a pretty basic human to scan, with a little bit of strength that's unusual looking, and the mark of what looks like something having ridden along in her body for a looooong period of time. That thing is no longer there anymore.

She's also got twelve Persona hanging around inside her, of varying assorted power levels (11 are near end-game strength (65ish out of a cap of 100) and 1 is...very weak)
